We have an immediate need for aState & Local Government Affairs Director responsible for state government and local government affairs; engaging in local regulatory issues; developing and maintaining relationships with state government and local government officials; developing and maintaining business relations (with Company Business Marketing Group and local and state government customers); and supporting public affairs in the state or states to which he/she is assigned which includes advocating the interests of the company, its customers, and it’s stakeholders before state & local governmental officials. Employees in this position operate as individual contributors under the supervision of the Director, State & Local Government Affairs.

 

Job Responsibilities

State & Local Government Officials Engagement

  • Regularly meet with mayors, city council members, county commissioners, administrators and staff of key cities and counties to advance the Company’s legislative and regulatory agenda.
  • Monitor city council, county council/commission agendas, and relevant regulatory advisories for issues that may impact the Company.
  • Protect the Company’s interests when local ordinances are considered (e.g. new local taxes, changes in tax policies, changes in franchise or right-of-way requirements, video issues, Section 253 issues, etc.)
  • Keep local government officials apprised of Company investments in the municipality (FTTN deployment and IPTV rollout).
  • Participate in Associations of Cities’ and Counties’ meetings and serve as principal contact with Association officials.
  • Coordinate Company efforts to oppose municipal competition (e.g., UTOPIA).
  • Develop opportunities for local elected officials and staff to interact with Company employees.
  • Advise on and coordinate local political contributions.

 

Public Policy & Government Relations Contact for Local Government Issues

  • Coordinate with Company departments such as real estate, engineering, regulatory operations, and legal on local government issues which may arise.
  • Look for opportunities to support and advance goals of local go to market approach.
  • Help resolve any network issues involving local governments within area of responsibility.
  • Resolve right of way issues with cities, road cut moratoriums, permitting issues, etc.
  • Assist with brand management with local officials as necessary when major service outages or cable cuts occur.

 

Video and Telecom Franchising

  • In coordination with the other Public Policy positions and Company departments, coordinate efforts to obtain local video franchises in targeted cities/counties.
  • Coordinate with other Public Policy positions and Company departments on renewals and extensions of franchises.
  • If a state-wide effort is advanced, work to try to gain support of local officials.
  • Once a franchise is obtained, provide support and information to cities as rollout commences.
  • Resolve concerns and complaints of local officials.
  • Monitor and ensure compliance with all franchise obligations

 

State and Federal Lobbying

  • Back up and support Director state and local Government affairs on state and federal legislative efforts.
  • As needed and requested by Director State and Local Government Affairs, serve as an additional lobbyist during legislative sessions.
  • Engage in grass roots lobbying as requested.

 

Assist Business Markets Group

  • Assist in developing local governmental or quasi-governmental relationships with customers to help sales effort.
  • Provide assistance to account teams involved with local governmental entities and educational institutions or districts.
  • Assist in preparation of responses to RFPs related to local government entities and educational institutions or districts as required.
  • Where involved in chambers and other community organizations, look for sales opportunities with members of these organizations.

 

Complaint Resolution

  • Serve as key contact to resolve complaints of local government and other civic leaders.
  • Coordinate response to communications received from disgruntled local government/civic leader customers.

 

Minimum Qualifications

  • Bachelors degree in a relevant field or the equivalent in relevant training or experience.
  • Minimum of five to ten years of experience in a state / local government affairs or state regulatory / legislative affairs environment.
  • Must demonstrate a high degree of integrity due to the nature of information involved and the visibility of the position.
  • Strong verbal and written communications skills and analytical abilities.

 

Preferred

  • Masters degree in a relevant field.
  • Ten to fifteen years of experience in a state government and/or local government affairs environment.
  • Five or more years of experience within the telecommunications industry.
