Important Salary Information:
 
The salary range for the position starts at $60,000 per year, payable bi-weekly. 
 
First 5 LA offers up to 5% above a candidate’s current base salary (excluding bonus and fringe benefits, not to exceed the top of the stated range. If a qualified candidate’s current salary is more than 5% below the starting range, the candidate will be offered the starting range for the position.

Position Summary
Under the direction of the Policy Analyst III and the Director of Planning & Development and Policy, the Policy Analyst II assists with the analysis of public policy alternatives and the development and implementation of policy strategies to enhance the organization’s ability to achieve its policy agenda and overall mission.
 
Essential Duties and Responsibilities
 
Participates in the development and implementation of policy positions and strategies to support the organization’s early learning, health, and child safety initiatives for children ages 0 to 5.
 
Tracks issues, trends and policies affecting young children and families in Los Angeles County, including those related to public health, early childhood development, child care, child safety and school readiness. Analyzes emerging trends and assess their policy implications.
 
Analyzes current and emerging First 5 LA initiatives to develop policy recommendations and identify opportunities for policy coordination with key stakeholders, grantees and strategic partners at both the local/neighborhood and county/state levels.
 
Monitors and analyzes relevant evolving public policies, identify opportunities to forward the organization’s Policy Agenda with a range of partners, and provides information regarding emerging child and families’ program policy issues to inform policy strategies and planning.
 
Researches policy alternatives and conduct economic analyses of current and potential funding sources to sustain the organization’s initiatives.
 
 
 
 
Develops and maintains collaborative relationships with traditional and non-traditional stakeholders and strategic partners involved in children’s issues across the public, private nonprofit and business sectors.
 
Assists in the development of board related reports and materials.
 
Participates in meetings with the Board of Commissioners and committees as assigned.
 
Coordinates meetings, draft, post and distribute agendas, notify/confirm participants and arranges for the distribution of materials for meetings.
 
Prepares, edits and produces reports, memos and other materials.
 
Assists in the collaboration and coordination of projects across the organization.
 
Represents the organization at external meetings, workshops and conferences as assigned.

QUALIFICATIONS

Education
Bachelor’s Degree (B.A.) or equivalent from an accredited four-year college or university; degree preferred in public policy, social sciences, psychology, health, early childhood education, social work, education, behavioral sciences or related disciplines. A Masters’ Degree is highly desirable.
 
Experience*
A minimum of eight (8) years experience in working in policy development, analysis and implementation. Experience in a health or human services agency, the non-profit sector, the legislature, foundations, and or public entities is preferred.
           
*Two (2) years of professional experience will be credited for every one (1) year of post-secondary education required for this position.
 
 
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence, fact sheets and policy briefs. Ability to effectively present information and respond to questions from grantees, board members, policy partners, government bodies and the general public.
 
Mathematical Skills
Ability to add and subtract two (2) digit numbers and to multiply and divide with 10’s and 100’s. Ability to perform these operations using units of American money and weight measurement, volume and distance.
 
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only a limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
 
Computer Skills
Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.   Valid automobile liability insurance.
 
Certificates, Licenses and Registrations

Travel Requirements
This position requires travel locally and statewide as needed.
 
Knowledge & Other Abilities
Familiarity with the local and statewide legislative process and governmental structures.
