POSITION EMPHASIS: The position supports the NEA’s strategic objective to focus the energy and resources of its 3.2 million members toward the promotion of public education by providing management, direction, and coordination for all aspects of Government Relations and the GR Lobbying Team.
POSITION SUMMARY: This position is responsible for the coordination and management of NEA’s federal and state relations program, including the Association’s legislative advocacy with Congress, the White House and the federal executive branch. The incumbent is responsible for guiding NEA’s team of professional lobbyists in the advancement of the Association’s legislative agenda and overseeing NEA’s legislative advocacy programs. This individual serves as a principal spokesperson on federal policy matters and assures the appropriate coordination of national activities with other NEA departments, leaders, and staff; counsels and trains staff and leaders on techniques, resources and skills necessary to implement the federal program; and performs those managerial responsibilities necessary for the efficient and effective operations of the federal unit. The incumbent applies strong managerial and professional skills and knowledge in the government relations arena at the national and state levels; assists in the overall planning and management of Government Relations; facilitates and maintains a collaborative work environment; provides team leadership; and makes a substantial contribution to the overall direction and operation of NEA Government Relations.

MINIMUM EDUCATION REQUIREMENT: Bachelor’s degree in political science, government, public policy, or a related field; or equivalent.
MINIMUM QUALIFICATIONS: Minimum of five years of professional experience in a position which required lobbying, organizational advocacy, and constant interaction and working relationships with a variety of governmental entities and national organizations. Experience in program planning and team building.
OTHER REQUIREMENTS: Experience in program planning, team building and affiliate intervention. Some travel required.
Selection Criteria:
TIER 1 (Essential): Extensive working knowledge of the government relations arena at the national and state levels, including exceptional understanding of legislative, executive branch, intergovernmental and political processes and dynamics. Demonstrated effectiveness in developing, coordinating, and implementing legislative and intergovernmental strategies and program recommendations. Proven advocacy skills including excellent oral and written communications ability. Knowledge of grassroots legislative/political advocacy programs and membership involvement techniques. Highly developed and effective leadership and interpersonal capability, including demonstrated ability to establish and maintain effective working relationships with staff, governance, affiliates, as well as state and federal decision-makers. Demonstrated ability to work collaboratively toward organizational goals and commitment to creating effective teams and a learning environment. In-depth knowledge of NEA goals, policies, programs, procedures, and organizational structure. Demonstrated flexibility and ability to work under intense pressure in a frenetic and highly sensitive political environment. Established relationships with NEA and state affiliate leaders and staff. Knowledge of national education, labor, and related policy issues. TIER 2 (Significant): Experience in evaluating public policy issues and federal rules and regulations. Familiarity with other organizations which effect the accomplishment of NEA’s government relations goals. Experience running issue campaigns. Experience conducting and delivering training. TIER 3 (Desirable): Experience managing and implementing political action.
