Position Summary:
Responsible for state-level planning, implementation and evaluation of health initiatives, and government relations programs and services as it relates to the leadership roles and the New England business plan. Ensures the delivery of health initiatives and government relations programs through systems, including health care systems, health insurers, employers and key state agencies. Serves as the lead lobbyist for State relationships within the legislative arena and outside coalitions and key Division liaison to external public health/ health initiatives stakeholders, particularly state health departments and Comprehensive Cancer Planning Initiatives. Leads and manages state team with the goal of decreasing cancer incidence and mortality and improving the quality of life for cancer survivors.
Responsibilities:
Provides leadership for American Cancer Society in state in collaboration with State Vice President of Development by establishing and maintaining key relationships with statewide influential constituents, including hospital and cancer center leadership, legislative and community leaders, policy makers, employers, and health insurers, and comprehensive cancer coalitions.
Provides leadership to operations of the state and the State Coordination Team to assure achievement of state goals.
Assures the state implementation of the Division Business Plan through assessment, development, implementation of constituent-based integrated plans, and tracking of progress on metrics.
Serves as a member of New England Division Health Initiatives Leadership team
Leads the development and implementation of comprehensive legislative action plans for state government relations and advocacy, integrating volunteer management, staff development, coalition partnerships and integration of policy advocacy into all areas of the organization to advance the 2015 goals.
Builds staff knowledge base and confidence about legislative process and priorities to leverage relationships with and increase advocate-level activity of new and existing volunteers, maximizing the organization’s collective government relations and advocacy efforts.
Hires, trains and supervises state health initiatives staff, GRA staff and contract staff as appropriate.
Serves as direct lobbyist at the state and federal level representing the state.
Coordinates media, lobbying, and grassroots activities with coalition partners, staff, volunteers, media consultants, lobbyists, and legislative offices. Develops consistent message and message delivery for news media, staff, volunteers and legislators in accordance with legislative action plans.
Writes and edits government relations and advocacy fact sheets, action alerts for advocate network, news releases and other press materials, briefing sheets on policy issues, oral and written testimony for legislative hearings, and volunteer recruitment materials. Responsible for ACS Cancer Action Network financial and membership goals as established by ACS CAN in conjunction with Division leadership.
Identifies and coordinates responses to grant opportunities to enhance advocacy and health initiatives for the state.
Oversees and coordinates state level initiatives and grant projects (such as the cancer pain initiative and the comprehensive health initiatives planning) and identifies and assures the involvement of appropriate health initiatives staff and other state-level positions.
Develops and nurtures a strong volunteer structure for implementation of advocacy and health initiatives through collaboration, systems initiatives and policy advocacy as well as program delivery.
Engages in statewide initiatives to reduce health disparities among priority populations. Identifies opportunities to engage diverse populations and communities in health initiatives.
